Profiteering or recouping development costs?

In light of today's report in The Guardian, I wonder if it will need the NHS taking the unprecendented step of funding their own drugs study to shame the pharmaceutical giants into finally adopting a genuine CSR policy, instead of the posturing and thinly disguised marketing gestures that currently masquerade as responsible policy.

Of course, it's only fair that a company that invests millions in developing a new treatment keeps some security when it comes to the sale of the drug, but can it really be just that NHS patients risk blindness because of the prohibitive cost of a treatment, when a cheaper (but unlicensed) version exists at a fraction of the cost?
